"Current state and regional HIE financial models are not sustainable,
nor do they meet the needs of the provider community -- ACO or not. This
is due in part to political and financial (read vendor cost) issues
around data sharing -- both at the hospital and individual provider
level -- as well as the unwillingness of health plans to release their
data. A new model that is being developed in some communities involves
combining public health with private healthcare delivery systems to
create a sustainable community model for a complex care coordination
