“CMS wants to continue to move an increasing percentage of Medicare
payments into models that pay providers based on the quality rather than
the quantity of care they provide patients, in accordance with the
Department’s efforts to create opportunities for providers to enter into alternative payment models and meet the Secretary’s new goals announced on Jan. 26, 2015 CMS also wants to enable greater engagement of beneficiaries while making the ACOs a more predictable, prospective financial model, and CMS would like to continue to provide ACOs with the flexibility to utilize additional tools to coordinate care for beneficiaries. In the next year we want to continue to set clear, measurable goals and continue to move towards our timeline to move the Medicare program -- and the health care system at large -- toward paying providers based on the quality, rather than the quantity of care they give patients.
