  “Bundled payments allow consumers to compare comprehensive, fixed prices as a surrogate for value (because poor quality providers will need to charge a higher price to cover costs associated with adverse events). This can be effective when a bundled payment is less than a high deductible. However, the majority of bundles (particularly those currently being introduced) cost far more than the deductible, eliminating consumer incentives to seek value. As bundles gain momentum, high-deductible plans may give way to other designs in which consumers become responsible for the portion of a bundled payment above an established reference price and are rewarded (e.g., contributions to a health savings account) for selecting providers with prices below the reference price.”
