"While CMS’ recent proposal includes some improvements to the
current program – including opportunities for reduced regulatory burden,
increased beneficiary engagement and greater predictability and
stability through longer agreement periods – we are very concerned that
proposals to shorten the time ACOs have in a one-sided model from six to
two years and to cut the shared savings rate from 50% to 25% will, if
finalized, have the unintended impact of impeding new ACO entry. ACOs
need to have a sufficient business case to participate in this voluntary
program, and NAACOS will urge CMS to modify these proposals in the final
rule."
