In an ACO arrangement with a single payer there shouldn’t be a silo, since all data comes from the same source and should be in a common format. For reporting financial and utilization information, which is generally sourced from claims data, silos generally don’t occur because of the relative standardization of these claims formats, so multi-payer databases can generally be built relatively easily."
