key economic and demographic factors fundamental to the health
sector are anticipated to be the major drivers of healthcare
spending and coverage trends. The contrast between the Medicare
and private health insurance growth rate both for spending and
enrollment is largely explained by the continued shift of the
baby boom generation into Medicare. The average annual per
enrollee growth rates across the payers are otherwise largely

Most racial and
ethnic groups had larger coverage gains in states that
implemented the Medicaid expansion compared to those that have
not. Except for Asians, all racial and ethnic groups experienced
larger percentage point declines in their uninsured rate in
states that implemented the expansion compared to states that
did not. The percentage change for Whites was -6% in expansion
states; and -4% in non-expansion states; for Blacks: -9% versus
-7% and Hispanics: -12% versus -9%.
