The number of uninsured declined to 28.3 million in the first quarter of 2018, down from 29.3 in 2017, and 48.6 million in 2010, the year the Affordable Care Act was signed into law. About one in four Hispanics lacked coverage while 14.1 percent of non-Hispanic blacks, 8.9 percent of non-Hispanic whites and 6.1 percent of non-Hispanic Asians lacked coverage. The number of adults who lacked health insurance for more than one year declined from 32 million in 2010 to 14.9 million in the first quarter of this year.
