“Following the first-ever drop in premiums for plans sold on the Federal
Exchange for 2019, in another first CMS is proposing to reduce the
Exchange user fee charged to insurers to fund Exchange operations,
reducing this user fee will reduce the premium each consumer pays in
2020."

care law, the uninsured rate was 18%. Those younger than 35 reported an
uninsured rate of more than 21%, a 5 percent increase from 2016.

through their tax returns.
2. Effective Jan. 1, New Jersey implemented an individual mandate for
its residents, who face a tax penalty if they don't have coverage.
