“I am a fan of ‘narrow network’ plans, so long as a consumer actually
chooses to be covered by this type of plan. Unfortunately, in the case
of health plans offered through the ACA exchanges, the consumer is
generally not ‘choosing’ the narrow network plan. Instead, these narrow
network plans are essentially the only type of low-cost plans that are
being made available. This is a result of federal and state regulators
leaning on insurance carriers to come up with ‘qualified health plan’
designs that were reasonably priced. In general, the only way the
carriers could come up with a plan with a reasonable price tag was to
exclude many of the providers in a particular rating area, effectively
creating a ‘narrow network’ plan that a consumer generally has no other

Of the non-elderly persons who have selected a Marketplace health plan during the first three months of the initial open enrollment period, 55% were over age 45, and 26% were between the ages of 18 and 34.
