Unfortunately, in the case of health plans offered through the ACA exchanges, the consumer is generally not ‘choosing’ the narrow network plan. Instead, these narrow network plans are essentially the only type of low-cost plans that are being made available. This is a result of federal and state regulators leaning on insurance carriers to come up with ‘qualified health plan’ designs that were reasonably priced.
