penalty for the individual mandate is fully phased in. But the uninsured
rate likely remains around 10% and net enrollment growth has slowed.
The challenge now is to cover the last 10 million or so ‘gettable’
uninsured. To do so will require a few ‘game changers’: expanding
Medicaid in the old Confederacy, finding new IT options that will free
up Marketplace dollars for outreach and sales and increasing APTC
