“The 2015 enrollment period represented steady progress. We now have
more than 10 million people in public Exchanges and another 8 million
with ACA-compliant coverage outside the Exchanges, which means a much
more dependable individual market with better coverage and stable
pricing. We also have 13 million fewer uninsured people, with credit
shared between the Exchanges and the Medicaid expansion. The bottom line
is that the ACA is achieving its goals, albeit on a slower, more
incremental path than was initially projected by CBO. Now if the Supreme
