“In my opinion, it’s not the Cadillac tax that will spur the employer
shift into private Exchanges. The kinds of employers that offer rich
health benefit plans are the kinds of employers facing tight labor
markets and workforces with skills that are in demand. It’s these
employers that are most likely to keep rich benefit plans and avoid any
moves that could put them at a recruitment or retention disadvantage. I
think the employers that will shift into private Exchanges are more
likely to be those that are in high-turnover industries and those that
are less concerned about recruitment or retention problems. They will be
employers more concerned about fixing their healthcare costs at a
certain level and limiting future growth than they are about
intermediate and long-term employee satisfaction. I say this not because
private Exchanges are somehow deficient, but because [1] they will be
poorly understood
initially and [2] they really exist as a vehicle to shift from defined

"Nationwide, nearly 11.7 million consumers selected or were automatically re-enrolled in quality, affordable health insurance coverage through the Health Insurance Marketplace as of February 22, according to a report released by the Department of Health and Human Services. Of those, 8.84 million (76%) were in states using the HealthCare.gov platform and 2.85 million (24%) were in the 14 states (including Washington DC) using their own Marketplace platforms."
