  “In the process of opting to tax insurance premiums rather than limit the favorable tax treatment of employer (and most employee) contributions to health benefits, the resulting Cadillac tax provision in effect places a cap on insurance premiums. If not changed over time, it will have those effects. But there are opportunities to either fix the Cadillac tax details or, much better, replace it with a limit on the tax exclusion. Last spring, in its report on containing healthcare costs, the Bipartisan Policy Center offered such a proposal that was more progressive and raised more revenue than the Cadillac tax. Factoid

Early signs show Exchanges are succeeding at expanding coverage to previously uninsured individuals. According to the federal government, 87% of people who have enrolled in subsidized Exchange coverage were previously uninsured. Furthermore, Gallup reported that the uninsured rate in April was down to 13.4%, from 15% in March.
