“In the process of opting to tax insurance premiums rather than limit
the favorable tax treatment of employer (and most employee)
contributions to health benefits, the resulting Cadillac tax provision
in effect places a cap on insurance premiums. If not changed over time,
it will have those effects. But there are opportunities to either fix
the Cadillac tax details or, much better, replace it with a limit on the
tax exclusion. Last spring, in its report on containing healthcare
costs, the Bipartisan Policy Center offered such a proposal that was
more progressive and raised more revenue than the Cadillac tax. Tax
benefits to employees would remain a powerful reason for employers to
continue providing health benefits.” Paul B. Ginsburg PhD, Norman
Topping Chair in Medicine and Public Policy, Professor of the Practice
of Health Policy and Management. |
