But neither is sustainable, and the broader option that will be modeled by the states will be the single-payer system. Vermont is already implementing it. A state-paid system for healthcare will ease complexity, contract more efficiently and deliver broader health outcomes across more people, though, like the Exchanges, the transition will be tough. Medicaid will need to be phased out and a more prominent focus on mental/behavioral health will have to achieve parity with clinical health. That will take time. "The vast majority of Covered California consumers will see low increases in their health insurance premiums for 2015, and many consumers will see no increase -- or even a decrease. The statewide weighted average came in at 4.2%, with some plans offering weighted average rates that are 8.5% lower than current pricing."
