For states that are content with the status quo, the FFM is sufficient
for their needs. However, states that plan on implementing any kind of
broad healthcare reform -- particularly Medicaid reform -- will fare
much better with a state-based system. The federal system is only
intended to meet a set of very standardized needs rather than
accommodate creative, state-based innovations. As states begin to better
understand how to leverage 1332 waivers to their advantage, they will
likewise be able to fully realize the value of state-based Exchanges as
