“The complexity of
experience in any setting makes randomized clinical trials impractical
and inappropriate. Randomized trials require controlling for many
variables and with complexity, the essence of the location would be
lost. Health services research is not based on randomized clinical
trials for a good reason, the whole being studied is more important than
any of its parts put together. Despite the variability of location, we
can and do learn from others’ experience. Collectively we understand
what works in clinical settings and what does not. The CMS Innovation
Center is right in funding multiple demonstration projects in different

According to a recent
study by researchers from the University of Minnesota School of Public
Health, Medicaid enrollees in health care homes in Minnesota had 9.2%
lower costs than Medicaid enrollees in non- health care home clinics
over the period 2010 to 2012.
