models to look at costs. In reality, when you look at the larger
healthcare environment, you might see instances where primary care costs
go up, but specialty costs go down, and that is not taken in
consideration for budgeting and related issues. There is a need for a
clearer economic model for health centers, and how primary care is part
of the larger picture. That is one of the greatest challenges.”
