example, used a surveillance system to cut its sepsis mortality rate
from 27 percent to 18 percent, a drop of one-third during the waiver
[federal Medicaid waiver funds known as Delivery System Reform Incentive
Payments, or DSRIP]. San Mateo County cut its sepsis rate in half, to 29
percent from 58 percent."
