frustrating dealing with new data sets, but with perseverance it is
usually possible to work through data issues. It is often more
frustrating obtaining the data than actually working with it. A recent
example involves application for a government dataset: After months of
responding to questions, applying for approval of an IRB and completing
pages of forms, we got a response that the dataset contains managed care
data and therefore does not have the data elements we requested. Was it
