  "The essential issue with readmissions penalties as currently formulated under the Affordable Care Act (ACA), is that they fail to take into account the essential fact that sizable hospitals and teaching hospitals all too often care for the least well off patients. This means that those caring for the poorest patients, and for many patients who do not possess any meaningful support systems, are the ones that end up punished. There needs to be a series of reforms to the law that takes these matters into account. Failure to do so will lead to some of the health systems most vital institutions being penalized for treating our most vulnerable patients."
