	Value-based Payments: A Recipe for Success under Block Grants? Cardinal Consulting Group Soon CMS may publish guidance for states opting to employ a Section 1115 waiver to use block grants for federal Medicaid allocations. This would undoubtedly lead to fewer dollars funding Medicaid programs, forcing safety net providers to make do with less available premium. We see value-based payments as part of the solution: focusing on outcomes and managing total cost of care will allow Medicaid to remain a viable line of business. Read more about block grants here.
	In a recent survey, over 45% of healthcare executives said they understand value-based care and have implemented some of its elements. 42% said there are no significant barriers to addressing social determinanct of health, and they are already doing this.
