	The Hawai'i Medical Service Association (HMSA) Payment Transformation was implemented to move provider payments away from a fee-for-service model and instead provide a capitated payment for each HMSA member attributed to each practitioner. However, almost 55% of surveyed primary care physicians in internal medicine reported that Payment Transformation has caused them to refrain from providing services or treatment; over 36% of surveyed Hawai'i primary care physicians said that they have referred patients to an urgent care clinic instead of treating them, due to Payment Transformation; and almost 80% said that Payment Transformation has caused an increase in administrative tasks.
