3. Percentage of safety-net hospitals: 18.9% (low-performing); 25.9% (average-performing); 19.5% (high-performing)
4. Percentage of population, Black: 18.6% (low-performing); 11.9% (average-performing); 6.1% (high-performing)
5. Percentage of population, non-US-born: 11.9% (low-performing); 11.0% (average-performing); 8.1% (high-performing)

Notes: In 2020, 87 hospitals were identified as high-performing and 74 as low-performing based on scores of 2,725 hospitals participating in Medicare's Hospital Value-Based Purchasing Program (HVBP), the Hospital Readmissions Reduction Program (HRRP), and the Hospital-Acquired Condition Reduction Program (HACRP).
